    Legal system key to development of bay area

    GUANGDONG deputies to the National People’s Congress (NPC), while fully recognizing the work report of the Standing Committee of the NPC during a plenary meeting in Beijing on Saturday, held a heated discussion on how to promote the development of the Guangdong-Hong Kong-Macao Greater Bay Area by practicing the rule of law, the Shenzhen Special Zone Daily reported.

    Qiu Hai, a deputy to the NPC and former director of the Standing Committee of the Shenzhen Municipal People’s Congress, said bay area construction is at the top of Guangdong’s agenda.

    As there are three independent legal systems under the “One country, two systems” framework, it is necessary to strengthen prospective research on exploring a legal system that promotes the compatibility of applicable laws and regulations in the bay area, Qiu said.

    Qiu stressed that it is of great importance to conduct research on practicable legal rules on economic and trade circulation, commercial dispute resolution and a regulatory environment for free and fair market competition in the bay area.

    It is one of Shenzhen’s greatest advantages to have two legislative powers, of which the city should make good use and cooperate with other cities in the bay area to accelerate the formulation of laws for an open economy, Qiu said.

    “The social and legal systems of Guangdong, Hong Kong and Macao are different. This is not only a prominent advantage in forming a new pattern of opening up, but also a hard nut to crack,” said Luo Jun, an NPC deputy and president of Sun Yat-sen University.

    Luo suggested that the NPC and its standing committee consider the actual needs of bay area construction in this year’s key work, strengthen legislative research and systematically promote the legislative work in the area.

    Meanwhile, greater legislative power should be given to Guangdong in the fields of economic development, scientific and technological innovation, and social governance.

    “We deeply feel that if we want to better integrate the Greater Bay Area, we will inevitably encounter the problem of adjusting the applicability of relevant laws,” said Yang Xusong, an NPC deputy and mayor of Shanwei City.

    Yang suggested that when the NPC authorizes the adjustment of relevant laws, it should appropriately expand the coverage of regions, including the Shenzhen-Shanwei Special Cooperation Zone.
